Chen Urges People to Spur Reform

Blind Chinese dissident Chen Guangcheng accepted a top human rights award Wednesday with a call to the Chinese people to become the linchpin of political reform, saying they must “free the nation from bondage” under one-party rule.
Chen, who made a dramatic escape from house arrest last year and is one of China's most prominent activists, said that political change in the world’s most populous country will ultimately come from its citizens themselves, expressing confidence that China's people will step up to the plate.
“China will see a transformation,” he predicted at a ceremony awarding him the 2012 Tom Lantos Human Rights Prize at Capitol Hill in Washington attended by U.S. lawmakers.
“More and more people are overcoming their fear to take action,” he said, adding that the wave of supporters who had come to visit him while he was under house arrest in northeastern China’s Shandong province was a prime example.
He urged the people to push the ruling Chinese Communist Party for human rights and political reforms and to be the "main actors" in those efforts.
“We need to bring to an end this period of history during which the Communist authority maintains a monopoly on power and enslaves the people through a leadership of thieves, and establish a truly civil society,” Chen said.
He also called on the U.S. government to press China on human rights with “no compromise.”
Daring escape
Chen, a self-taught lawyer who exposed forced abortions under the country's one-child policy and defended the rights of ordinary people, has been living and studying law in New York since arriving in the U.S. in May after a diplomatic standoff between Washington and Beijing.
After 18 months of house arrest in Shandong's Dongshigu village, Chen outwitted his guards and made his way to the U.S. Embassy in Beijing, where Chinese and American officials eventually struck a deal allowing him and his family to go to New York to study.
Lantos Foundation President Katrina Lantos Swett said the story of Chen’s “near-miraculous escape” had captured the world’s imagination and made him a “dashing superhero” of the global human rights movement.
American actor Richard Gere presented Chen with the foundation’s award, calling him a “kind and gentle troublemaker.”
Past recipients of the award include Tibetan spiritual leader the Dalai Lama and Romanian-born Nobel Laureate Elie Wiesel.
Nephew 'paying the price'
But Chen said the freedom that allowed him to be in the U.S. to receive the award had come at a high cost.
“Today, I and my immediate family are free in body; but in mind we cannot be free, because so many of my compatriots—including many family members—are still living under the evils of the authoritarian system,” he said.
His nephew, now imprisoned in the same jail where Chen spent several years, is “paying the price” for his escape, he said.
Chen Kegui is serving a three-year sentence for his role defending himself from authorities in a raid on his home in the immediate aftermath of his uncle’s dash from Shandong.
Chen Guangcheng said local authorities in Shandong continue to pressure his friends and supporters, as well as other activists and petitioners.
“Recently many friends and neighbors that I’ve been in touch with by phone have been taken in to custody by the authorities for questioning. They have been threatened and made to describe what our conversations are about.”
A group of petitioners from his hometown who traveled to Beijing were kidnapped and beaten by thugs working for the Shandong provincial authorities, he said, and a foreign reporter who visited the village was questioned by authorities and told that Chen was an American spy.
One student from southern China’s Hainan province who went to visit Chen’s mother in Shandong received a phone call saying police had arrived at her parents’ house and were warning her not to go.
Outside of Shandong, Chinese authorities continue to detain dissidents and “human rights warriors” such as fellow rights advocate Gao Zhisheng and Nobel Laureate Liu Xiaobo as well as his wife Liu Xia, who is living under house arrest, he said.
Petitioners suffer persecution by the authorities and have little recourse to justice, he said.
“These are not isolated cases of injustice, but represent a reality in China today,” he said.
“Legal protection and justice do not exist or are only very rarely available for most citizens.”
'No compromise'
He called for the international community to support the Chinese people in moving towards a society that respects human rights, urging the U.S. to establish a long-term plan for human rights and “not give in an inch.”
“There should be no compromise, even if there are large business interests at stake,” he said.
He said China could follow the example of Burma, which is carrying out democratic reforms after decades of military junta rule.
“What the people of Burma can do, we can do too,” Chen said.
“Anything is possible.”

China Censorship 'Not Improving'

China is the world's biggest prison of journalists and netizens, a press freedom watchdog's new report says.

China has one of the world's worst records on press freedom, with controls on state-run media and netizens showing no signs of abating, according to a new report Wednesday by Paris-based global media watchdog Reporters Without Borders (RSF).
China came in 173rd, seven places from bottom, up one place from last year compared to other countries, but RSF said it is "the world's biggest prison for Internet users," as the authorities step up the pressure on netizens over what they can see and what they can say online.
"Its prisons still hold many journalists and netizens, while increasingly unpopular Internet censorship continues to be a major obstacle to access to information," RSF said in its annual report published on its website.
By comparison, secretive North Korea came 178th, while Vietnam ranked 172nd in the 2013 Index of Press Freedom, outranked by Laos in 168th spot.
Pressure
Anhui-based democracy activist Zhang Lin said he felt the pressure on political and human rights activist in China had barely let up since the once-in-a-decade leadership transition at the 18th Congress of the ruling Chinese Communist Party last November.
He said a dispute over heavy-handed government censorship of the New Year editorial in the Southern Weekend newspaper—which sparked protests after it announced a strike over political censorship—had shown the authorities were far from willing to let up on the media.
"There remains a strict system for regulating the traditional media, particularly newspapers, TV, and radio programs," Zhang said. "They still delete Internet posts wholesale."
Zhang said the authorities also used threatening tactics to suppress and discourage those with dissenting political views.
"They call in large numbers of democracy activists and rights activists to 'drink tea'," he said, using a euphemism for questioning by the authorities.
Zhang said he would be summoned to 'drink tea' with state security police if he so much as spoke to a foreign media journalist.
"So I think overall that [RSF's] appraisal is accurate," he said.
'Only propaganda'
Wu Bin, a Zhejiang-based press freedom activist known online by his nickname "Xiucai Jianghu" agreed.
"China has no news; it only has propaganda," Wu said. "They will cover up heaven and earth in their reports."
"The news is used in the service of politics, not the truth," he said.
Wu said his account on the Twitter-like service Sina Weibo had been closed after he voiced online support for the Southern Weekend.
"Account closures happen all the time," he added.
Elsewhere in Asia
The RSF report also singled out Tibet, where local people and monks have been incarcerated simply for telling people outside the region what is going on there.
RSF added that while Burma had risen from 169th place in the index last year to 151st place this year, Hong Kong, which traditionally enjoys far greater freedom generally than mainland China, dropped four places to 58th.
Cambodia had a dramatic fall of 26 spots to 143rd place, its lowest-ever position, due to an "increasingly ruthless" policy of censorship and deadly attacks on journalists who exposed government corruption.

重庆情色风暴 席卷了16高官

    薄熙来案尚未平息,重庆又爆发牵连十一名高官下台的雷政富案,目前有数十名中外记者皆驻扎重庆。让他们惊讶的是,在新任书记孙政才强调开明作风下,重庆各级官员完全不避讳谈雷案,热情提供消息。重庆妇女则是大谈雷政富床上的表现,她们最感兴趣的,是雷最后拿纸擦拭下身的镜头。
      
    与此同时,重庆雷政富不雅视频爆料人朱瑞峰透露,他已掌握重庆城投集团董事长孙立达不雅视频证据,并悬赏千元人民币徵集其高清照片,使这场重庆情色风暴毫无停歇迹象。
      
    在经历廿七、八日重庆警方跨省市到北京要求朱瑞峰提供影片消息来源未果后,朱瑞峰透露,他手中共有七段重庆官员不雅影片,其中重庆警方提到永煌集团负责人肖烨的同伙许社卿,只向他提供一条,另六条为重庆公安系统内线提供。
      
    他强调,扣除雷政富一条,及他确定是孙立达的影片外,换言之,还有五名重庆高官,也被永煌集团旗下女子设局拍下性爱光碟。他也说,之所以先曝光雷政富,是因他长相好认,特别是上嘴唇有颗黑痣,这是铁证如山。
      
    由于雷政富是在担任垫江县委书记时,与赵红霞翻云覆雨,所以这个重庆小县城,已成全大陆中外记者密度最高之地。《南方都市报》发现,垫江官员对他们老长官的艳史「性」趣十足。
      
    《南都》报导说,「在工商局,有妇人热情地帮记者查找雷政富弟弟公司资料,还故作神祕对我叨诉雷政富传说中的各段情史,她甚至拉来另一同事加入讨论;在另一政府部门,一位公务员毫不犹豫就说出同单位一女同事的名字,传说这名女同事因和雷政富的特殊关系,从酒店服务员进了公务员序列。」
      
    在北碚区,则是官场气氛诡异,但民间仍有很多欢乐,多位计程车司机与巷弄大妈说,这段时间连女人们都在讨论雷政富床上表现,「尤其只花短短十二秒」;而她们最感兴趣的,是雷最后拿纸擦拭下身镜头,「这些贪官,到了床上不都一个样」。

重庆官员淫乱细节流出 6人与同一女子开房被拍

       重庆官方通报,肖烨等采取色情勾引、秘拍不雅视频等手段,敲诈数名党政干部和国企负责人。被敲诈违纪人员已被免职。据南都记者了解,被拍下不雅视频的除雷政富外,还包括九龙坡区委书记彭智勇、璧山县委书记范明文、西南证券董事长罗广、长寿区区长韩树明、重庆城投副总经理粟志光等。 

    
      2012年11月20日以来,重庆市纪委在对雷政富违纪违法问题深入调查中,发现一个敲诈勒索犯罪团伙的线索:2008年至2009年,肖烨等人采取勾引、秘拍不雅视频等手段,敲诈数名党政干部和国企负责人。目前,重庆市委已对被敲诈违纪人员予以免职。
    
      据南都记者了解,被拍下不雅视频的除雷政富外,还包括九龙坡区委书记彭智勇、璧山县委书记范明文、西南证券董事长罗广、长寿区区长韩树明、重庆城投副总经理粟志光等。
    
      南方都市报2013年1月23日报道,重庆永煌集团创始人肖烨、严鹏等人,设局色诱雷政富等重庆地方要员,偷拍性爱视频并以此要挟。1月24日,重庆市人民政府新闻办公室发布公告称,肖烨等人采取色情勾引、秘拍不雅视频等手段,敲诈数名党政干部和国有企业负责人。目前,重庆市委已对被敲诈违纪人员予以免职,并将根据调查情况依法依纪严肃处理,肖烨等人已被批准逮捕。
    
      根据南都记者掌握的证据,时任重庆市北碚区区长的雷政富在2008年2月7日与赵红霞在蓝箭宾馆开房时被偷拍,之后在金源酒店开房时被捉奸。时任重庆市江北区常务副区长的范明文,2008年8月与赵红霞在渝通宾馆开房时被偷拍,2008年11月在同一宾馆与赵红霞开房时被捉奸。时任重庆市政府副秘书长、重庆市金融办主任的罗广,2008年初分别与赵红霞和张丹在果岭时尚酒店开房,被赵红霞偷拍,一个月后在同一酒店与赵红霞开房时被捉奸。时任重庆合川区区长的韩树明,与赵红霞在重庆金源酒店开房时被偷拍,与谭琳在同一酒店开房时被捉奸。时任重庆市城市建设投资公司副总经理、重庆渝开发股份有限公司董事长的粟志光,2008年3月在重庆东和花园酒店与赵红霞开房时被偷拍,2008年4月与赵红霞在同一酒店开房时被捉奸。渝开发为重庆城投控股的上市房地产开发公司,重庆城投为重庆国资委下属的国有独资公司。时任重庆市教委主任的彭智勇,在2008年9月与赵红霞开房被偷拍,2009年2月与赵红霞在小天鹅宾馆开房时被捉奸。
    
      据知情人透露,雷政富因被肖烨等人持视频威胁,自知终将事发,于是主动向重庆主要领导人坦白了此事,原重庆市公安局局长王立军负责处理此案。2009年重庆警方侦破此案后,原重庆市委书记薄熙来与原重庆市公安局局长王立军获知了警方的调查结果,但警方并没有对被肖烨集团偷拍到性爱视频的6名党政官员、国企高管进行讯问,此案从此被封存起来。
    
      根据公开资料,在2009年11月警方侦破此案后,前述六名官员、高管的仕途并未受到影响,不少人还获得了升迁。时任北碚区区长的雷政富,2010年6月升任北碚区委书记直至被双规;时任重庆市教委主任的彭智勇,2010年12月任重庆市九龙坡区委书记至今;时任江北区常务副区长的范明文2009年12月开始担任重庆市璧山县委书记至今;时任重庆市政府副秘书长、金融办主任的罗广,2012年8月转任西南证券董事长;时任合川区区长的韩树明,2009年4月开始担任重庆长寿区区长至今;时任重庆市城市建设投资公司副总经理、重庆渝开发股份有限公司董事长的粟志光,2012年8月不再担任渝开发董事长,现任重庆城投副总经理。

Teen Dies Before Burning Protest

A Tibetan teenager died of suspected poisoning while he was set to burn himself in protest against Chinese rule in China's Gansu province, sources in Tibet said Wednesday.

Jigji Kyab, 17, was found dead last week soaked in gasoline with two lighters in his hands, the sources said.

He succumbed to poison which he consumed before moving to torch himself at a busy street crossing of his village in Luchu (in Chinese, Luqu) county on Jan. 19, according to the sources.

He left a suicide note on his bed, praising Tibet's spiritual leader the Dalai Lama and asking Tibetans to "rise up" against Beijing’s rule, the sources said.

Jigji Kyab "died from consuming a poisonous drug used for killing foxes before he could execute his plan to self-immolate in protest against Chinese rule," a Tibetan source said.

"The poison killed him before he could light his body on fire,” the source said.

Ninety-eight Tibetans have self-immolated to highlight opposition to Chinese rule and seek the return of the Dalai Lama since the wave of fiery protests began in February 2009.

In his death note, Jigji Kyab said, "I pray that my hopes are fulfilled … Rise up the sons of the land of snow [Tibet]."

He also said, "The Tibetan singers rise up, may the Dalai Lama live long, I bow down to show respect to the Snow Lion [the national symbol of Tibet]."

"Father and mother, please take care of my body, you are the most loving persons on this earth. I hope to pay back your kindness in my later life…”

Another Tibetan source said Jigji Kyab was a "good young boy with excellent conduct."

"He is a devoted Tibetan youth who took great interest in those Tibetans who sacrificed themselves for the Tibetan issue.”

Jailed Uyghur Pastor Denied Visit

Chinese authorities restrict the family of a Uyghur sentenced for 'revealing state secrets' to visits every three months.

Authorities in China's northwestern region of Xinjiang have denied permission for the family of a jailed Christian Uyghur to visit him, according to the man's wife.

Gulnur, the wife of 40-year-old Uyghur pastor Alimjan Himit (also known in Chinese as Alimujiang Yimiti), who is currently serving a 15-year jail term on spying charges, was turned away by prison guards after she traveled to the jail to visit him on Wednesday.

"I have just been over there, but I wasn't able to see him," she said. "I am on my way home right now."

She said the prison authorities had limited her to one visit every three months.

"They told me to visit once every three months, and to come back next month," Gulnur said.

"I feel so sad about this, because I thought things were getting a bit better."

Gulnur said she thought the restrictions on visits could be linked to Alimjan Himit's insistence on continuing with the appeals process.

"I still want him to appeal," she said. "I think he could win."

Alimjan Himit was sentenced by a court in Kashgar to a 15-year jail term for allegedly “providing state secrets to overseas organizations” on Oct. 27, 2009.

Gulnur said her last visit to her husband in November lasted just 15 minutes.

Calls to the Xinjiang No. 3 Prison, where he is being held, went unanswered during office hours on Wednesday.

'Definitely illegal'

Beijing-based rights lawyer Li Dunyong, who has represented Alimjan Himit in the past, said he hadn't heard of any new regulations on family visits to prisons.

"Everywhere else, it's once a month," Li said. "I'm sure they made this up themselves. It's definitely illegal."

Li has said previously that while the charge against Alimjan Himit was officially listed as "revealing state secrets," his actual offense was talking to visiting Christians from the United States.

Alimjan Himit was formally detained and charged on Jan. 11, 2008 by Kashgar national security police, before being held at the Kashgar Detention Center for more than a year without being sentenced.

He was tried secretly twice in the Kashgar Intermediate Court on May 27, 2008, and again on July 28, 2008. A charge of separatism was dropped at the second trial.

A former Muslim and Christian convert, Alimjan Himit had been acting as pastor to a house church in Xinjiang with his wife Gulnur and two sons.

The United Nations Working Group on Arbitrary Detention has ruled the arrest and detention of Alimjan Himit to be arbitrary and in violation of international law, according to the U.S.-based Christian group ChinaAid.

Uyghurs, a distinct and mostly Muslim ethnic group indigenous to Xinjiang, have long complained of religious, political, and cultural oppression under Chinese rule, and tensions have simmered there for years.

Xinjiang has been plagued in recent years by bombings, attacks, and riots that Chinese authorities blame on Uyghur separatists.

    美 国会汤姆·兰托斯人权委员(Tom Lantos Human Rights Commission)近日作出决定,将在监狱中服刑的著名中国基督徒维权律师高智晟先生,接受为“捍卫自由”项目的第一位重要人选。委员会的主席、著名 的人权议员、中国人民的老朋友,弗兰克·沃夫(Frank Wolf)议员已亲自致信高智晟。 
    
    自从2012年1月获悉 高智晟被收监在新疆沙雅监狱服实刑以来,对华援助协会继续不懈的外交斡旋努力,并协助其家人聘请两位著名的维权律师黎雄兵和李苏滨代理,于8月27日,接 受高智晟律师的大哥高智义的委托,专程前往新疆维吾尔自治区的沙雅监狱,申请会见高智晟,会见遭到拒绝。
    
    今年(2013)01月12日,高智晟的弟弟和岳父获准前往沙雅监狱探望了高智晟,见面时间为30分钟,只允许谈论家庭的事情。这是10个月来第一次见面。高智晟看起来还可以。这次见面,尽管标志着一次很小的进步,但对于高智晟及其妻子儿女等家人来说,这是远远不够的。并且,会议内容设了谈话限制,这是违法的,同时,继续剥夺律师会见的权利,这都是需要立即给予纠正的违法行径。

    《南方日报》1月21日报道,近期,广州市先后发生了多起环卫工人停工要求涨薪的事件。记者了解到,广州市环卫工集体停工要求加薪的例子屡见不鲜,甚至形成一个规律:每隔3年都有一次集体停工事件。最近10年来便有5次大规模的集体停工,各发生在2001年、2003年、2006年、2009年和最近的2013年。主要原因是环卫工程招投标后,被层层外包,层层克扣。
    人民网也报道了中日合资企业上海神明电机有限公司1月18日发生劳资冲突事件,罢工员工占据工厂办公楼,不让10名日本管理人员以及中方管理人员离开,在警方介入下后者才获得安全保证。据悉,此次纠纷的导火索是资方要求员工签署“49条新员工守则”,例如迟到一次,需罚款50元人民币;迟两次,则须记过,并罚100元。对于每月收入不足2,000的工人而言,罚款金额几乎等于一天的薪金。公开数据显示,上海神明电机原本是中日合资,主要生产电磁线圈、微型开关等电子产品,雇佣工人约千余人,其中大部分为女性。
    工人们不约而同地以罢工形式主张自己的劳动和工资权利,对于2013年开春伊始这个寒冷的冬天来说,这一切仅仅是开始,因为刘易斯拐点,即劳动力过剩向短缺的转折点已经正式拉开了帷幕,且再也不回头。即将立即放开计划生育政策,这个拐点也已经不可逆。国家统计局1月18日发布数据称,2012年中国15-59岁劳动年龄人口93727万人,比上年减少345万人,占总人口的比重为69.2%,比上年末下降0.6个百分点。统计局局长马建堂特意提醒媒体注意这一数据。他强调这是中国劳动年龄人口相当长时间以来第一次出现绝对量的下降,各方须思考如何去顺应这种变化。
    与刘易斯拐点同步到来的,是这个冬天弥漫在中国上空经久不散的灰霾,告诉我们环境对于我们生命与安全的重要性,已经丝毫不亚于GDP增长!新的劳动力和环境时代已经开始了!
    随着环境成本、土地成本、劳动力成本的上升、人民币对美元升值等,中国离世界工厂渐行渐远,张庭宾在一篇文章中披露,中国的制造业利润空间被不断压缩:1.自2005年7月迄今,人民币对美元大幅升值约35%;2.土地价格大幅上涨,进而推动劳动力价格大幅上涨,中国工人与美国工人工资之比已由当年的3%提高到今天的17%;3.石油价格已由每桶20美元上涨到今天100美元上下,海运成本大幅攀升,其他原材料价格也大幅攀升,铜由2000年初每吨约2000美元上涨到近期约8000美元;4.中国环境和劳工保护成本也在增加;5.随着政府规模和投资不断膨胀,各种税费也不断攀升,现在工业化大国中,仅次于法国位列第二。
    与之相适应的则是大量企业外迁,1月16日,商务部公布,2012年中国国外直接投资(FDI)金额同比下降3.7%,三年来尚属首次。其中制造业同比下降4.5%,超过服务业下降的2.6%;而全国新批设立外商投资企业24925家,同比下降10.1%。
    通用电气、卡特彼勒、福特汽车、科尔曼和NCR等已将其部分制造工厂搬回美洲。而阿迪达斯则在2012年底关闭了在中国的最后一家工厂,将制造工厂全部转移到东南亚,类似的跨国企业还包括耐克、爱世克斯、LaPerla等。跨国公司在中国的超国民待遇被取消,而美国给出了新的政策优惠,再加上美国超低的资金成本,以及全球最低的石油天然气价格(石油比欧洲便宜约20美元/桶,天然气价格是欧洲的1/5、中国的1/7),再考虑到运输成本的减少,从而汇聚成强大的企业回流动力。普华永道报告显示:东南亚正成为中国制造的有力竞争者。
    刘易斯拐点和环境拐点对中国长远利好,是经济结构转型和外向型经济向内需经济转型的开端,但中短期对政府和企业都是挑战和机遇并存。
    未来,不论是城市政府还是企业,都应当把人才和人力资本放在首位,以保障他们的迁徙自由和劳动权利为第一要务。城市政府要吸取过去试图人为控制人口却无法控制只制造麻烦的教训,及时改革户籍和教育制度,确保外来人口的各项权利和福利。企业也绝不能为降低劳动力和环境成本,不断向偏远地区转移,相反,应该向大城市周边转移。如果一味往土地、环境、劳动力成本相对低的区域转移,则企业招不到合适人才的成本、环境污染较分散处理的成本、企业办社会的成本还有间接的员工感到没有出路、前途渺茫等文化成本,都比大城市周边要高得多。这方面,富士康的孤岛效应导致的系列跳楼事件就是教训。还不如在大城市周边付出更高的劳动力成本,也随时可以招到更多更好的人才。
    城市的空气使人自由。自由是目的,其它一切,诸如创造力、财富、幸福,都是自由的副产品。一些富庶而美丽的千年古镇照样吸引不了高精尖人才,就是因为城市资源集中度不够,人才集中度不够!这是企业和政府要格外引起重视的地方。
    充满挑战和机遇的时代,只有最富有远见的人、企业和政府能够生存发展得更好,能够站得更高走得更远!

Dalian Tries PX Activists

Authorities in the northeastern port city of Dalian have put on trial six activists who campaigned against a major petrochemical plant in the city, charging them with "libel" and "concocting false information."

Qiu Jie, an activist who campaigned against the city's controversial PX plant during a popular environmental protest movement that saw mass demonstrations in August 2010, stood trial at the city's Pulandian District Court on Friday, his wife Jiang Yingfeng said on Tuesday.

Qiu and five other activists and petitioners were charged with "deliberately concocting false information to terrorize the public," and with "libel," Jiang said.

She said the trial had been ended prematurely by the judge, who warned the defendants that high-ranking officials were pushing for a result in their case, and called on them to confess.

So far, Qiu has denied the charges, Jiang said.

"The judge called in the lawyers and told them to have their clients confess, because someone higher up was impatient for a verdict," she said.

"The charges were dictated by the leadership," she said. "The judge even said that they could issue a verdict without a court hearing."

"When we approached the judge for an explanation, he wouldn't give us the time of day."

Qiu had been a vocal critic of the Dalian authorities during the campaign, accusing officials of lying to the people about a possible threat to public health from the PX facility.

She said she was disappointed in the new Chinese leadership under president-in-waiting Xi Jinping and premier-in-waiting Li Keqiang.

"I had thought there might be some new hope with the new leadership, but the local authorities are still refusing to hear any dissenting voices," Jiang said.

"My husband tried to tell them that the petrochemical plant was affecting people's health, but they wouldn't listen," she said. "The more you resist, the harder they crack down on you."

Repeated calls to the Pulandian District People's Court went unanswered during office hours on Tuesday.

Ningbo protests

Last October, authorities in the eastern city of Ningbo detained more than 50 people following days of violent protests against the expansion of a petrochemical plant similar to the one in Dalian.

City officials said 51 people were detained by police, mostly in connection with attacks on police officers and damage to police vehicles during protests in Zhenhai township, the planned location of the paraxylene (PX) plant.

Ningbo's vice-mayor Chen Zhongchao promised at the time to conduct an environmental impact assessment, survey public opinion and hold a public hearing on the project.

Around the same time, reports emerged in the Hong Kong media that PX production had been stepped up at the Dalian plant in spite of pledges by the local government to remove the plant following protests by more than 10,000 people in August 2011.

Production at the Dalian plant had increased from 700,000 metric tons annually, to 1.4 million metric tons, the Eastern Daily News reported.

However, the Dalian Fujia Dahua Petrochemical Co., which runs the plant, denied the report.

PX, or paraxylene, is a toxic petrochemical used in polyester products.

1,000 Foxconn Workers Strike

Around 1,000 workers at a Beijing factory belonging to Foxconn, maker of Apple's iPhone, walked out this week amid a dispute over end-of-year holiday privileges and bonuses, a company manager said on Wednesday.
"It was on the 21st and 22nd, and the numbers were at their largest [on Tuesday]," said a manager surnamed Liang at the Foxconn factory in Beijing's Daxing district.
"There were ... 1,000 workers involved in the strike, but there are more than 10,000 employed through the whole factory."
The strike comes after a series of labor incidents at Foxconn's factories in recent years, including a string of worker suicides.
The company, which is the world's largest contract maker of electronic goods, has been slammed for poor working conditions and mistreatment of employees at its China facilities, but says it has spent heavily to improve conditions and to raise wages.
Overtime ahead of Spring Festival
Liang said the workers were angry at being expected to work overtime ahead of the Chinese New Year, known in mainland China as the Spring Festival, when hundreds of millions of people make the trip home to celebrate with their families.
"They were unhappy with the overtime situation which is very bad, and the low pay," he said. "So they went on strike."
"A lot of people go home for Spring Festival, so we are short-staffed with a lot of work to do," Liang said. "They were having to put in 12- or 13-hour shifts every day."
He said some workers who hadn't been there a whole year didn't yet qualify for home leave, and were left behind to work overtime instead.
Liang said all the workers had resumed work on Wednesday.
Year-end bonuses
Photographs posted to China's social media sites showed workers sitting round a table, talking to management, while others showed a large crowd of workers crowded into the factory canteen, reportedly waiting for a result.
According to Sina Weibo user @zhubaov, many of the Foxconn workers were also unhappy about their year-end bonuses, particularly those who were ranked highly for their productivity.
"We wanted to make our voices heard and our wishes known, and to get our money, which we earned with our own sweat and blood," the user wrote.
"We never did anything illegal or anything to disturb public order, so why did they send in the police?"
Jiangxi strike
The strike at the Beijing factory came just days after reports of a similar dispute at a Foxconn-linked plant in Fengcheng, in eastern Jiangxi province.
According to the Hong Kong-based watchdog Students and Scholars Against Corporate Misbehaviour (SACOM), more than 1,000 workers took to the streets in a strike over working conditions at the factory, which Foxconn said was a supplier.
Workers have said during previous disputes that a typical working day at Foxconn can  last 12 hours, including time for meals, and workers typically earned a salary of 2,000 yuan (U.S. $317) per month when they had just started at the plant.
Last September, riot police were called out to stem unrest involving around 2,000 workers at Foxconn's plant in the northern city of Taiyuan, in which at least 40 people were injured. Unconfirmed reports later denied by the company said between seven and 10 people had died.
Taiwan-owned Foxconn Technology Group is the world's largest producer of computer components. It assembles products for electronics brand names like Apple, Sony, Intel and Nokia, and employs about one million workers in China.

《南周》高层或添变动 传伊能静工作遭解约
    
    《南方周末》事件风波未了。有媒体报道该报社高层人事发生变动,主编黄灿去职。另外,曾声援南周的台湾艺人伊能静遭综艺节目《中国达人秀》解约,网民声援力挺,罢看东方卫视。
    
    《南方周末》新年贺词篡改风波事件持续半个月仍然余波未了,香港《东方日报》及《太阳报》周三引述消息人士的讲话表示《南周》高层发生人事变动。南方传媒集团副总编辑王更辉将会取代黄灿,出任《南周》新任总编辑;黄灿,将被安排到集团其他位置。
    
    报道同时表示,王更辉是南方报系的资深人士,过去曾分管《南周》,如果由他接任《南周》总编辑,大家都会觉得是正面消息。
    
    本台记者周三首先就此致电王更辉查询,但电话一直无人接听。该报一位不愿透露姓名的编辑告诉本台记者:我也有注意到网上的一些消息,但是我们内部并没有得到什么消息。我们既没有开会也没有搞相关人事任免宣布之类的活动。
    
    早前因为公开支持《南方周末》争取新闻自由,并批评《环球时报》扮演看门狗的角色,而遭当局封杀的台湾女艺人伊能静,却在事件平息之后持续遭到打压。继日前她的新书《跟身体谈恋爱》签售活动被取消之后,近日有媒体报道她担任综艺节目的评审工作也突然被解约。
    
    本周二,台湾多家报纸电视台都证实伊能静原先担任东方卫视《中国达人秀》评选被解约,伊能静曾于20日晚间在微博中说“最后几期没有在达人秀上见到大家,谢谢你们喜欢那个真实的我。善良丶真实丶热爱生命丶关心群体,是我的人生关键词。能真实面对你们,对艺人来说非常幸福。”
    
    台湾中天电视台表示,她在东方卫视中国达人秀担任「梦想观察员」,确定被除名,节目明确表示她不会再参加录像。
    
    《中国达人秀》是东方卫视引进的选秀节目,伊能静在其中担任了多年的评委,面对突然的解约,她的粉丝们都觉得十分惋惜。在北京的媒体人龙先生周三向本台表示:我肯定是同情她的。她的书现在也有很多人愿意买,而且也有很多人现在都在声援她。以前可能她只是一个普通明星,但是现在在大陆她在公共舆论环境里面是最著名的。她在舆论上的热度一下子就上升了。虽然她的做法可能会为她带来一些损失,但是她在普通民众心目中的好感会大大增加,至少要强过普通的大陆艺人。很多大陆明星身居他们的祖国在这件事上都不愿意说话,而这里只是伊能静工作的一个地方,她都敢于冒着被封杀的危险出来表态。张惠妹当年也只是因为帮陈水扁唱了一首歌也都被大陆封杀了好几年。所以说伊能静还是很勇敢的。
    
    伊能静周三在微博表示因为档期问题才无法继续进行节目的录制,但并没有说明详细的原由。她说“我愿自己分享的是美好世界,不是让世界躁动叫嚣。那与我渴望给与人们微笑,而不是愤怒背道而驰。”而许多网民担忧伊能静受到当局压力才不得已做出因为档期原因而取消节目的说明。
    

网民罢看东方卫视
    
    对于被解约的消息传出,支持伊能静的民众都表示十分愤怒,在她的微博中看到不少人留言支持之外,也有的网民说没有她的《中国达人秀》无法继续看下去。
    
    一直关注南周事件的安徽蚌埠民主人士张林告诉本台记者:我觉得伊能静能够凭着自己的良知站出来支持南周,即便是失去了工作,也是非常有意义的。现在据我所知她在大陆许多人的心目当中是一个女英雄。我看过一幅画,上边画得是伊能静的一幅肖像,底下的评论是"东方自由女神"。所以我觉得她这样做是很有意义的,启发了很多的艺人。

重慶政商性醜聞 南都周刊再爆

重慶市召開人大和政協「兩會」前夕,最新一期「南都周刊」再爆重慶前北碚區委書記雷政富等六位官員醜聞案,指他們被建商永煌集團利用美人計敲詐,更被前重慶公安局長王立軍政治訛詐,迫使重慶市委書記孫政才面臨人事調整壓力。
繼「起底王立軍」爆料後,最新一期「南都周刊」再爆雷政富等六位官員醜聞案,除了雷政富已下台,其他官員頭銜和姓名已呼之欲出。報導說,設下桃色陷阱的是重慶永煌公司的創始人肖燁、嚴鵬等人,找來化名「周小雪」的趙紅霞等美女當誘餌。
報導說,趙紅霞等人自稱華宇公司員工,發送給重慶官員手機簡訊,如果有官員回覆,則繼續用簡訊交流,她們就用言詞和自己照片挑逗引誘官員,相約與官員見面,「希望多多聯繫」。
肖燁等人會隨時把握進度,等到「關係到位」後,雙方就會相約到酒店開房。雖然這些官員大多不跟美女們在酒店過夜,但女孩隨身包裡已經裝好針孔攝影機,偷拍整個上床過程。
報導說,偷拍視頻的任務通常由趙紅霞完成,她同時也是肖燁的情人。視頻得手後,如果不清晰,肖燁會要求美女和官員開房再錄,如果視頻清晰,他們就會安排在下一次開房時捉姦。
據了解,孫政才到重慶已走遍各區縣準備提出新政,原本雷政富醜聞案導致的相關人事調動,孫政才準備在一月底重慶「兩會」後,以及三月全國「兩會」前這段時間處理,卻不斷受到薄熙來遺留下的問題干擾。
中共總書記習近平提出反貪腐「要蒼蠅、老虎都打」之時,「南都周刊」挑在重慶「兩會」前的敏感時機爆料,迫使孫政才面臨更大的人事調整壓力。

诺大中国 竟容不下一个讲真话的女人(图文)

  近年在中国大陆发展的台湾艺人伊能静,最近因在微博上声援广州《南方周末》采编人员抗争宣传部门的干预,被有关当局请去“喝茶”,新书签售会被取消,而在上海东方卫视《中国达人秀》担任的“梦想观察员”也被确定除名。
  中国达人秀落井下石
  伊能静1月20日晚在微博上说:“最后几期没有在达人秀上见到大家,谢谢你们喜欢那个真实的我。善良、真实、热爱生命、关心群体,是我的人生关键词。能真实面对你们,对艺人来说非常幸福。”
  有报道说,上海东方卫视《中国达人秀》节目明确表示伊能静不会再录影。美国之音记者联系伊能静的经纪人,但其手机几个小时内连续处于“通话”状态。而上海东方卫视总编室的一位女士表示不了解情况。记者向达人秀的导演组发电邮询问情况,到截稿前没有收到回复。
  缺乏自信且没有必要
  目前在忙于拍片的中国知名作家、网络评论人、出版人王小山星期一对伊能静的处境表示同情,称没有必要如此对待伊能静,这样做是当局缺乏自信的表现。
  他说:“它一是不自信,另外是有一些具体操作的部门呀,操作的人,他很蠢。可能,他们想不到就是说,这样的事情反倒会起到反作用,大家会对这些更反感。其实完全没有必要,不过是说了几句话而已,对吧。”
  中国知名作家、网络评论人、民意领袖之一李承鹏曾对伊能静发微博被禁言鸣不平,对她的勇气表示敬佩。李承鹏在为自己的新书《全世界人民都知道》举办的几场签售会,受到不同程度的禁言和骚扰之后,近期也受到有关方面的封杀。
  美国之音记者星期一下午打通李承鹏的手机,刚开始提问,便听到电话中传出嘀嘀嘀嘟的监听声音,李承鹏意识到电话被监听后表示,目前不便对伊能静的事情发表评论。
  记者:“作为一个艺人简单地发表了一下自己的看法,工作就给封杀了,就是说,这个是不是太缺乏自信了?”
  李承鹏:“这件事我暂时还不便发表观点,去了解了解,好吧?”
  坦然直面获网友声援
  对于声援南周所带来的一系列后果,伊能静没有表示出悔意。她21日连发两篇博文,先以海洋铭志说:“你可为我铭志?知道我此生所愿,如你宽广、如你深邃、如你沉默、也如你在需要怒吼时,掀起风雨,洗涤灵魂,重新归向初心。”随后,她又说:“我不是激进的人,没有大志,只是没想到文字的力量,让原本平静的失衡。”
  另外,数以千计的网友在伊能静有关达人秀的博文上留言表达对她的支持。网友“天堂飞鸿”说,“连个说真话的女人都容不下,当局给自己做了最好的反宣传。那些原本还对大陆抱有幻想的台湾人,现在还有人敢支持统一吗?” 网友“欧阳小蛇”说,“诺大的中国竟容不下一个讲真话的女人。”

      矿泉水箱子里的奥秘
      1988年6月,由于某大型国企征地拆迁,朱某成为国企征地工。凭借自己的聪明、勤奋和努力,朱某坐上了单位客户市场部副总经理的位子。
      在同事眼里,朱某一直都很低调、谨慎,虽然手中掌握着让人眼热的权力,但他从不敢乱用。一方面单位的廉政教育时刻警醒贪污腐败者的下场,另一方面家人也常常告诫其不能乱用权力。
      诱惑总是在不经意间降临。2007年5月的一天,朱某在家接到有业务关系的太仓一家公司老板王某的电话,说有土特产带给他。朱某便和其约好在自家小区门口碰头。见面后,王某把一个矿泉水箱子递给朱某后,就说有急事,匆忙上车走了。
      回到家打开矿泉水箱子,朱某目瞪口呆,里面装着的竟是满满的100元面值的人民币现钞,10万元一捆,共有5捆,整整50万元。“送的什么土特产啊?”朱某的老婆看到丈夫蹲在矿泉水箱子边上,随口问了一句。朱某慌忙把箱子盖上,说“没什么,这些东西要退给人家的”。
      那天夜里,朱某整夜未眠。一边是50万元的钞票,一边是单位放的警示片里面案发后锒铛入狱的下场画面。深思熟虑后,朱某还是决定把钱退给王某。第二天,朱某到王某家中,把钱退给了他。当时王某没有多说什么,把钱留下了。
      鬼使神差收下了钱款
      把钱退给王某后的朱某如释重负,但同时却涌上一个念头,觉得自己就这么把钱退回去,太傻了,虽然自己和老婆加起来薪水不低,但这年头谁嫌钱多啊?再说自己还有个儿子,总归给儿子留的钱越多越好啊,而那些被抓住的人是因为太贪心了,谁的钱都拿都要,当然会出事情了,王某是自己熟悉的人,应该不会乱说的。想到这儿,朱某有些懊悔退钱的举动。
      过了几天,朱某又接到了王某的电话。两人在朱某小区门口见面后,王某再次把那个装满钱的矿泉水箱子递给朱某,说:“老陈,我们打交道不是一天两天了,我是什么样的人你是知道的,这是我的一点心意,以后我们兄弟相处的日子还长着呢,我是不会乱说的,就当我从没有来过,没有人知道的。”这话说到朱某心坎里去了,鬼使神差地就把钱收下了。
      因怕把箱子放到家里会被老婆发现,朱某想到了放钱的好地方——自己汽车的后备箱。车一直是自己开的,同事不会碰,而且最危险的地方就是最安全的地方,谁都不会猜到自己那辆破旧的帕萨特轿车后备箱装着钱。
      收受贿赂后不敢乱花
      接下来的日子,朱某过得战战兢兢,寝食难安,生怕被别人发现。但渐渐地,他发现这件事真的没有人知道,而王某更是绝口不提,真的像从没有送过自己钞票似的,朱某的心慢慢放了下来。他也明白,这钱别人不是白给的,自己也要“拎得清”,在业务上给予王某更多的照顾。对于王某再次送的钱,朱某不再推辞,坦然接受,直至案发,朱某共收受王某的贿赂达145万元。
      而为了保险起见,朱某对收受的钱款丝毫不敢乱花,继续过着简朴的生活,甚至连车都不换,和老婆孩子继续挤在旧房子里,却继续收受了有业务往来关系的李某贿赂的60万元人民币现金,沈某的价值14.5万元人民币BLANCPAIN手表一枚。
      然而纸终究包不住火,2012年12月14日,宝山区法院以受贿罪,判处朱某有期徒刑9年。
